Meet Our Leadership Team
Chad Koele
PRESIDENT
Chad Koele serves as the president of Actalent. A proven and accomplished leader, Chad joined the Allegis Group organization in 1993 and has held multiple roles in operations and sales throughout his career. In his role as president of Actalent, Koele leads the company’s global growth, strategic development, and financial performance.
Passionate about inclusion and diversity, Chad is a member of CEO Action and prioritizes efforts to foster an environment where all employees experience opportunity and growth.
Scott Anderson
Chief Financial Officer
Scott Anderson is the CFO for Actalent and leads the financial strategy for the organization. Scott began his career with the Allegis Group organization in 1998 as an assistant controller.
Prior to his appointment to Actalent CFO, he spent five years in Sydney, Australia as CFO for Allegis Group's business in Asia-Pacific. Scott is an advocate for maintaining strong partnerships to effectively influence and drive financial strategy.
Brad Kennedy
Senior Vice President, Field Operations
Having held multiple roles in sales and operations over the years, Brad leverages his experience as a leader to facilitate the development of his teams in region. Brad joined the Allegis Group organization in 1997 as a recruiter.
Sean Banks
Regional Vice President, Midwest
Sean Banks is a regional vice president for Actalent. Responsible for leading Actalent teams in the Midwest region of the United States, Sean oversees sales and operations efforts to position Actalent as an industry leader in engineering and sciences talent solutions.
An experienced leader with strong business development acumen, Sean is responsible for engaging and developing his teams across the region with a focus on results. Sean began his career as a recruiter with Allegis Group in 2000 out of Grand Rapids, Michigan.
Jason Bradley
Regional Vice President, South
Acting as a mentor and talent advocate, Jason is accountable for the career development of Actalent teams in his region. Jason began his Allegis Group journey in 1998 as a recruiter in our Wayne, Pennsylvania office.
Michael Burke
Regional Vice President, North
Leveraging his years of experience in people engagement, Mike is accountable for the professional development of Actalent teams in his region. Mike joined the Allegis Group organization in 1996 as a recruiter in our Wayne, Pennsylvania office.
Sean Carmody
Vice President, Strategic Client Development
Sean Carmody is the vice president of Strategic Client Development for Actalent. He oversees a team of seasoned executives responsible for retaining and diversifying key Actalent customers within strategic market segments.
Sean joined the Allegis Group organization in 2003 as a recruiter in Milwaukee and has successfully progressed through various sales roles in the organization. Passionate about supporting his community, Sean is an active participant in multiple charitable organizations.
Mark Cooper
Vice President, International Business Development and Operations
Mark began his career with Allegis Group in 1988 as a technical recruiter and has held an array of leadership roles across the network of operating companies during his tenure.
Greg DeLuca
Vice President, Head of Services Transformation and Integration
Greg joined Allegis Group in 1995 as a recruiter. Having held numerous leadership roles across the organization during his tenure, Greg has been responsible for executing sales, workforce management, and delivery strategies to diversify the company’s offerings. Prior to joining Actalent in 2021, Greg worked with leaders across Allegis Group to drive alignment and prioritize focus to expand Services business across the enterprise.
John Flanigan
Vice President, Strategic Operations
John Flanigan is the vice president of Strategic Operations for Actalent and leads the organization’s key talent operations and delivery initiatives.
John joined the Allegis Group in 1995 as a technical recruiter and has held several operational leadership roles in his tenure. An industry expert in recruiting strategies and best practices, John is dedicated to enhancing the consultant and customer experience. John has focused his efforts over the past year on the link between consultant care and engagement to identify how to best serve our employees.

Regional Vice President, West
Chad is accountable for expanding Actalent's footprint through new client and consultant acquisition while developing top performing teams. Chad began his career with the Allegis Group organization in 1996 as a recruiter and has held multiple leadership positions throughout his tenure.
Estelle Izuno
Vice President, People
Estelle Izuno serves as the vice president of people for Actalent. Focused on the attraction, retention, and development of the company’s talent, Estelle is responsible for determining strategy and ensuring execution of operational practices to enhance the Actalent's care and engagement model.
Estelle began her career with the Allegis Group organization in 1993 as a recruiter in Los Angeles, California. She has held several leadership roles over the past 30 years and her dedication to her teams and local community have been integral to her success and the success of our people. Estelle is also an executive sponsor of our Health & Fitness employee resource group.
Maria Ketslakh
Vice President, Canada & EMEA
Maria started her career with the Allegis Group organization in 2008 as an engineering recruiter. Over the years, she's worked in various roles, including account recruiting manager, account manager and director of business operations. Maria was the first female director of operations in Canada.
Bryan Toffey
Vice President
Bryan Toffey serves as the vice president of experience for Actalent. Focused on the attraction, retention, and development of the company’s talent, Bryan is responsible for determining strategy and ensuring execution of operational practices to enhance the Actalent's care and engagement model.
Bryan began his career with the Allegis Group organization in 1994 as a technical recruiter. Based in Mississauga, Ontario, he has held multiple leadership roles in during his tenure. Promoted to regional vice president of Canadian operations in 2007, Bryan led the region until 2019 and then took on the role of leading the company's engineering and science services business.
Erica Blomgren
Managing Director, South Central
Erica Blomgren serves as a managing director for our south central region. Responsible for leading Actalent teams in the region, Erica oversees delivery and business development efforts to position Actalent as an industry leader in engineering and sciences talent solutions.
She began her journey with the company in 2001 as a recruiter in St. Louis, Missouri. Erica is committed to a culture of excellent client service and business expansion. She also serves on the board of our Empowered Women at Actalent employee resource group.
Dee Foxx
Managing Director, Southwest
Dee Foxx is a managing director for our southwest region. Dee oversees delivery and business development efforts to position Actalent as an industry leader in engineering and sciences talent solutions.
He began his career with the Allegis Group organization in 2006 as a recruiter in our Orange County, California office. In 2023, Dee held a managing director role with our Aston Carter brand. Dee loves to compete and goes above and beyond to support the development of people and operations.
Matt Lipp
Managing Director, North Central
Matt Lipp is a managing director for our north central region. Matt oversees delivery and business development efforts to position Actalent as an industry leader in engineering and sciences talent solutions.
He began his career with the Allegis Group organization in 2005 as a recruiter in our Bloomington, Minnesota office. Having held multiple roles in sales and operations over the years, Matt is committed to the development of his teams in the region.
Olakunle Arowolo
Director, Diversity, Equity, & Inclusion
Kunle began his career with Aerotek in 2005 as recruiter in Los Angeles. He has held various operational and sales roles and served on multiple inclusion boards throughout his career. As an active participant in DE&I customer symposiums and STEM events, Kunle remains committed to driving Actalent’s diversity, equity, and inclusion efforts.
